Even as it starts to draw to a close as the election approaches, the 108th Congress has shown greater understanding of the brownfield market. It has considered the demand for sites and the opportunities for reuse, the types of incentives needed to stimulate private interest and public-private reuse partnerships, and the challenges of upside-down properties.
