Connecticut Chapter Reception

Mark your calendars and register now to attend the National Brownfield Association’s
Connecticut Chapter Reception. Hear from chapter president and Mayor of Stamford
Dannel Malloy and commissioner Gina McCarthy, Conn. DEP. You will have the opportunity
to meet him, as well as the entire executive team of the new chapter. You will
also have the opportunity to become a member of the NBA and join one of the
chapter’s five committees to get more involved and have an influence on
brownfield and chapter activities!
Brownfield Conference and Deal Flow Exhibition
April 13, 2005
Pace University, New York, N.Y.
Sponsored by the NBA’s New York and New Jersey chapters, this day-long
event will focus on a theme common to both states — the redevelopment
of waterfront brownfields. The program will feature a panel titled Waterfront
Redevelopment — A View From Both Sides, workshops from the N.J. DEP and
N.Y. DEC on current brownfield topics, and a workshop on moving from brownfields
to green buildings.
A deal flow exhibition will occur where you can meet property owners, view properties
ready for transfer and meet professional service providers that can assist you
with your transaction. And don’t miss out on our boat tour of waterfront
sites!
Workshop Expansion
The NBA provided a customized training program for the City of New York in January.
A total of 40 people from thirteen agencies gathered to learn how brownfields
can be used to further NYC’s administrative priorities of creating 77,000
units of affordable housing, building facilities for the 2012 Olympic Games
(should they win the bid), redeveloping hundreds of miles of waterfront and
preserving open space. If you are interested in having the NBA customize a training

Massachusetts Chapter
The Massachusetts DEP Bureau of Waste Site Cleanup (BWSC) notified the public
about a proposal to revise its regulations, the MA Contingency Plan (MCP), 310
CMR 40.0000. The MCP sets forth the requirements for notifying DEP of releases
and threats of oil or hazardous material and for conducting response actions
to investigate and clean up disposal sites contaminated by oil and hazardous
materials. The report recommended a number of actions DEP could take to strengthen
and increase the flexibility of the MCP.
The proposals that were the subject of the public hearing comprised what BWSC
originally planned as the Wave 2 amendments. These proposals intended to improve
several specific program components, clarify and strengthen performance standards,
and ensure that the most-recent scientific information forms the basis for cleanup
standards. The public comment period closed on December 10, 2004.
In response, the Massachusetts executive team submitted comments on the proposed
revisions. The team offered broad comments that are of particular relevance
to brownfield redevelopment as well as specific comments on the Wave 2 revisions.
The comments will be available shortly on the Massachusetts chapter site of
the NBA Web site.
New York Chapter
The deadline for comments on proposed revision to New York State DEC’s
Draft Brownfield Cleanup Program Eligibility Guidance was November 19, 2004.
The N.Y. chapter’s policy and legislative committee submitted comments
along with a number of other organizations.
