BEDI Grants
The 2005 competition under the HUD Brownfields Economic Development Initiative
(BEDI), for a total of approximately $24 million in grants, is under way.
Since 1998, the BEDI program has helped communities redevelop abandoned or
underutilized property where redevelopment is complicated by the presence
or potential presence of contamination.
Under current law, BEDI grants must be used for projects or activities also supported by the HUD Section 108-guaranteed loan program. The deadline for BEDI applications is June 17, 2005. For more information, see the HUD Web site HUD Web site.
National Award for Smart Growth
Achievement
The U.S. EPA is accepting applications for the fourth annual National Award
for Smart Growth Achievement through May 18, 2005. This competition is open
to local or state governments and other public sector entities that have used
the principles of smart growth to create better places.
This year, applications will be accepted in five categories: built projects, policies and regulations, small communities, military base redevelopment, and overall excellence in smart growth.
Interested parties are encouraged to submit applications for smart growth activities that have shown significant activity between May 19, 2000, and May 18, 2005. Successful applicants will have incorporated the principles of smart growth to create places that respect community culture and the environment, foster economic development, and enhance quality of life and public health.
Up to five winners will be recognized at a ceremony in Washington, D.C., in November 2005. For more details about the National Award for Smart Growth visit the EPA Web site.
Phoenix Awards
The Phoenix Award executive committee is seeking redevelopment projects to
recognize excellence in brownfield redevelopment. The project participants
will be honored at an awards ceremony during Brownfields 2005 in Denver, November
2–4, 2005. One winner will be selected from each of EPA’s ten
regions.
One project from outside the United States will be named the international winner. Additional special winners will also be selected, including projects that have a significant impact for small communities.

EPA’s CARE Program
Through Community Action for a Renewed Environment (CARE), EPA is offering
communities financial and technical assistance to reduce releases of toxic
pollutants and minimize exposure to them. Communities will be empowered to
create local collaborative partnerships to identify sources of toxic exposure
and set priorities for risk reduction.
Communities also will have access to tools from EPA’s voluntary programs that focus on reducing exposure to toxic pollutants, such as programs that reduce emissions from diesel engines, clean abandoned industrial sites, improve the indoor environment in schools and use pollution prevention to protect drinking water supplies.
Initial proposals are due May 20, 2005. The total estimated funding expected for all awards is $1.65 million for FY 2005, with awards ranging from $60,000 to $325,000. The estimated project period is two years. More information is available at the EPA Web site.
