Q&A with New EPA Brownfield Director David Lloyd

David Lloyd took over as Deputy Director, Office of Brownfields Cleanup and Redevelopment at the U.S. EPA upon Linda Garczynski’s retirement on January 3. Lloyd worked alongside Garczynski through December 2005.

Lloyd was previously with the EPA’s Office of Administration and Resources Management, where he was the Director for the Facilities Management and Services Division. Before that, he was the Assistant General Counsel and Claims Officer for the Finance and Operations Law Office at EPA, where he dealt with property law, including Superfund real property acquisition and disposal. 

Brownfield News interviewed Lloyd and Garczynski on what this change in leadership means for the brownfield program and the state of brownfields in the United States.

Brownfield News (BFN): Tell us a bit about what you did while you were in Facilities and how that prepared you for your new position.
Lloyd: Facilities covers 30-plus major facilities across the country. It has an active construction program and has built large projects on brownfields. We work with the GSA on the brownfield component in site selection. We also are doing green buildings. I was involved in day-to-day real estate transactions and sustainability issues.
Garczynski: EPA is trying to “walk the talk” with sustainable building, including on brownfields.

BFN: Brownfields is a great program that is in the spotlight. What is your vision for the future of the program?
Lloyd: I consider myself lucky to come into a well-developed program that has grown in a short time, is well-staffed and has accomplished a lot. I plan to keep it on track and not do anything to hinder its progress. We will work with staff and other programs on issues such as long-term sustainability.
